Terror alerts work

Why the terror alert level was raised.
Pakistani man arrested in North Carolina amid fears of a pre-election attack in the United States had filmed banks and public transport systems in a half dozen major U.S. cities, as well as a dam in Texas, justice officials said on Tuesday.

Ordered out of the country in 1998, he had resided in Elmhurst, NY. He was arrested less than a week later by an alert police officer who, apparently, didn't read the New York Times, Washington Post, or Globe and Mail .
